The chronic failure of African American students to learn to read has persisted into this century. In The Throwaway Kids, Dr. Gary Simpkins argues that this most damning failure of American public education results in these students being treated as disposable: they leave school illiterate, and unable to pass examinations required for graduation. The standard argument given by social scientists to account for this failure is that these students come to school with deficient language and learning skills: the deficit or "social pathology" model. After presenting a history of this problem in the opening chapter, Dr. Simpkins critiques the deficit model. He proposes instead a social differences model, in which the distinctive linguistic and cultural experiences of African American students are considered for their effects on learning and reading. After describing the requirements for reading education programs that respect these cultural differences, he proposes a reading program called BRIDGE. This program utilizes the linguistic skills that African American students already have. By building from African American English, through a transitional form, to Standard English, students are drawn into the educational process, rather than alienated from it.
